Regulatory Consultant PacifiCorp's Portland, OR headquarters is looking for Regulatory Consultant. This position would Provide advice and counsel to management and client organizations. Conducts special studies and analyses, develops alternatives, presents recommendations to management and influences management decisions. Researches, analyzes, develops and implements new strategies, programs, and/or processes in response to changing internal and external conditions. Responsibilities for this position include the following Present analysis and provide alternatives and recommendation to department management and influence their decisions regarding regulatory policies and strategies. Develop regulatory filings, including testimony, exhibits and supporting documentation. Lead responsibly regarding the representation of PacifiCorp to regulators and/or their staffs on regulatory issues, compliance issues and the presentation and representation of our position on various issues impacting PacifiCorp. Serve as backup to Department witnesses. Identify prospective and pending policy issues before the FERC affecting the company’s net power cost area. Monitor and participate in work of relevant trade associations and policy coalitions. Provide regular reports on pending and anticipated activities to supervisors. Independently research and implement moderately complex projects. Research and relevant data, evaluate complex situations, develop creative alternatives, provide recommendations, and negotiate and influence outcomes. Consult with IT Department on production dispatch model development, enhancements and validation. Minimum qualifications for this position include the following: Bachelor’s Degree in Finance, Business, Economics, Computer Sciences, Mathematics, Engineering or a related field; or the equivalent combination of education and experience. A minimum of five years experience in net power cost, simulation modeling,or financial analysis. Understanding of utility system operations. Communication and interpersonal skills involving the ability to establish trust, maintain confidence, and understand social behavior and interactions. Ability to work with all organizational levels to influence actions and negotiate outcomes. Ability to listen and communicate effectively through oral and written means. Proficient with the use of personal computers to gather, analyze, and summarize data. Knowledge of research, analysis, and consulting techniques, Company policies, procedures, practices, and applicable federal, state, and local governmental laws and regulations Preference will be given to applicants who meet the above qualifications and have the following: Advanced Degree Familiarity of electric industry and issues affecting it.
